Deputies Propose Amendments to Law on NA Staff Activity

The legislative initiative on Amending the Law on State Service of the RA NA Staff was debated in the first reading authored by the deputies Nikolay Baghdasaryan, Viktor Yengibaryan, Sergey Atomyan, Koryun Mkrtchyan, Sergey Movsisyan and Kristine Poghosyan at April 13 sitting of the NA Standing Committee.

Nikolay Baghdasaryan underlined that there should be united rules for hiring and promoting in all state bodies. Now, intermediary solutions are being provided.

Higher education, at least four years of public service experience or five years of professional work experience or five years of work experience in the sphere of the work required by the passport of a position is provided for highest positions.

Higher education, at least two years of public service experience or three years of professional work experience or three years of work experience in the sphere of the work required by the passport of a position will be necessary for a chief position. Higher education, at least three years of public service experience or four years of professional work experience or four years of work experience in the sphere of the work required by the passport of a position will be demanded in case of holding the position of the head of the department, including the position of the head of the internal unit of the department.

Higher education, at least one year of public service experience or one year of professional work experience or one year of work experience in the sphere of a work required by the passport of a position will be demanded in case of leading positions.

The Deputy Chair of the NA Standing Committee on State and Legal Affairs Anna Karapetyan noted in the co-report that the law defining the peculiarities of organizing the activities of the NA Staff should be adopted until 31 July 2020, however it was postponed due to the events taking place in the country. According to the MP, the expected result of this bill was possible only after the adoption of that law. The proposed version will be a temporary solution.
